Job Description

Facilitate stakeholder engagement across government agencies and state and central levels in the design, implementation and improvement of the State initiated scheme and AB-PMJAY reform.
Support on data analytics, health technology assessment (HTA), clinical protocols/guidelines and other reforms to improve service delivery and providing continuity so that best practices and skills are shared and institutionalized within government.
Work with NHA and WHO to identify and address hurdles to success with evidence based innovative approaches for strategic purchasing for health in publicly subsidized health insurance.
Facilitate the conceptualization, conduct and dissemination of implementation research for PMJAY at central and state levels.
Promote the use of evidence to identify gaps in implementation, improving service coverage and adjusting pricing, payment mechanisms and packages.
Any other activities deemed necessary by the consultant s supervisors.
The consultant will be responsible for:

Quarterly activity report on progress of work plan.
Technical products of which:
Policy or advisory briefs to inform NHA on AB-PMJAY related policy and strategy questions.
Final reports of technical support provided to states including but not limited to Chhattisgarh, Assam and others as need may arise.
End of consultancy report on key deliverables with recommendations for further action
Technical Supervision

He will report on a regular basis to Team Leader-Health Systems in WCO India and work in collaboration with the technical Officer Health Financing-UHC and the broader team/WHO India supported by HSD/SEARO. He will participate in internal HS team meetings.

Specific requirements
Essential educational qualifications : University degree in medicine from a recognized university (M.B.B.S.)

Desirable: Post graduate degree in Health Economics OR Public Health

Essential relevant experience

At least five years of demonstrable experience in Health financing and health insurance in India at the Central or State Level.

Demonstrable experience with health economics analyses and Monitoring and evaluation.

Language Skills
Essential: Excellent knowledge English/Hindi/other local language (Assamese, Tamil, etc.).

Desirable Skills
Working experience with intergovernmental agencies at the national and state level will be an advantage.

Good written and communication skills

Place of assignment
New Delhi, India.
Medical clearance
The selected consultant will be expected to provide a medical certificate of fitness for work.

This consultancy will require travel to state level sometimes but will mainly be located at the central level in the National Health Authority.

Supervision and Remuneration

The consultant will report to Team Lead HSS, WHO country office, India CO and the remuneration has been calculated for NOB grade equivalent, i.e. . Payments will be made at a monthly basis upon submission of monthly activity report.
